Technical detail
The Doppler effect is the change in an observed wave frequency when source and observer move relative to each other: approaching compresses the wavelength (higher pitch, blueshift), receding stretches it (lower pitch, redshift). For sound the shift depends on motion through the medium; for light, on relative velocity. It underlies radar speed guns, medical flow imaging and the measured recession of galaxies.

The ambulance drive-by
As the ambulance nears, each successive wave crest is emitted a little closer to you, so crests arrive more often — higher pitch. Once it passes, each crest is emitted farther away, arriving less often — the pitch drops audibly.
